Public Procurement

in Austria

Public procurement represents an estimated 60 billion EUR in Austria every year. An increasing amount is spent via “sustainable procurement”, driven by the Austrian Action Plan for Sustainable Public Procurement, as well as on innovative solutions.

Tender Service in Austria

In numbers

Austria is where it all began for Tender Service Group: it’s the place where we started our first tender information service in 2001 (in a Joint Venture with the Austrian federal gazette) and the home country of the Group’s owners. Since 2006, we have been offering our own, independent service.

Procurement Law

Austrian procurement law "Bundesvergabegesetz (BVergG)” covers the vast majority of regulations related to public tenders, i.e. it incorporates the regulations of all EU public procurement directives in one code. Additionally, Austria follows a tradition of raising the national threshold using special temporary rules. This means that more government contracts can be published only within Austria, instead of being visible on TED.

What Does This Mean?

  • 69% of Austrian tenders are published at the national level, making them accessible primarily to local companies.

  • Only 31% of tenders appear on TED, which limits competition from foreign companies.

Participating as a foreign company

Even if Austria is a small country, it can be an attractive market to companies who already act in Germany, due to the same language. However, competition in Austria is typically lower, with an average of 3.3 bids per tender compared to 3.9 in Germany (according to the ECA Public Procurement Dashboard). Being an EU member state and generally open to foreign trade, Austria offers an accessible market to foreign companies.
