One of the largest countries in Europe, a strong public sector, a high level of transparency and a largely bidder-friendly environment - France is without doubt one of the most interesting countries to bid for public tenders.

According to the economic census of contracts, published by the Ministry of Economy and Finance, 160 Billion Euros have been spent via 236,000 tenders in 2022.

Procurement Law

The French public procurement code - “Code de la Commande Publique” - became effective in 2019 and implemented the latest EU public procurement directives into national law.

Participating as a foreign company

Being an EU member state and as such also member of the Agreement on Government Procurement (GPA), foreign companies have extensive opportunities to participate in tenders in France.
