In North Macedonia

In 2022, the public procurement market amounted to 8.6% of North-Macedonia’s GDP, according to a report of the European Commission. While procurement law is widely aligned with the EU directives, the report indicates that the public procurement system needs to be improved in several areas. For example, training and coordination of stakeholders is needed to improve transparency, fight corruption and discrimination, but also to strengthen modern procurement methods such as awarding contracts for the most economically-advantageous tender (rather than based on purchase price only).

Tender Service Group has been collecting tenders from North-Macedonia since 2013, mainly to inform our customers from Bulgaria, Greece and Serbia.

Participating as a foreign company

Both the new public procurement law and the recent membership of the GPA allows foreign companies to participate in (most) tenders in North-Macedonia. The procurement market may not be as fair as in other countries yet, but improvements are expected due to the implementation of a red flag system. Foreign companies, especially when focussing on low prices, can benefit from the low domestic competition.
