Public procurement represents 6% of Moldova's GDP, with about 1.400 public buyers. Public budget allocated to procurement last year was equal to 7 million euro, spent in about 13.000 tenders.
Tender Service Group has been collecting tenders from Moldova since 2016, mainly to supply our Romanian customers.
The relevant Moldovan public procurement laws and regulations are:
Law No. 131/2015 on public procurement;
Law No. 74/2020 on the procurement of energy, water, transport and postal services.
The latter has incorporated the EU procurement directive for the utility sector into Moldovan law, following the association agreement with the European Union.
Companies from EU member states have unrestricted access to tenders from the utility sector above EU thresholds. Additionally, the Republic of Moldova is a party to the Government Procurement Agreement (GPA), granting companies from other GPA member states access to tenders above a threshold of approx. 500,000 EUR.
