Why tendering in Uruguay?

Uruguay spends approximately 12% of their GDP in public procurement. Most business opportunities are related to the railway sector, equipment linked to investment in sanitation, solid waste recycling, water supply and electric mobility; new green hydrogen sector; equipment in the telecommunications sector from terminals to cabling, network technology, etc; management software and consulting services.

The opening of public investments to the Public Private Participation (PPP) scheme for infrastructure made the sector very attractive for companies, but the new Government does not want to continue with this scheme. The new Government will make smaller contracts (for rehabilitation and maintenance). This harms international companies because they are not as competitive with respect to local companies. In large projects, local companies do not have access to financing to carry them out, so international companies win the tenders.

Participating as a foreign company

Uruguay favors creating bilateral purchase agreements directly between individual governments. These agreements facilitate mutual open government procurement processes, ensure national treatment for foreign firms, and guard against discrimination among involved parties. While actively promoting public procurement opportunities to foreign companies, Uruguay tends to prioritize domestic products over foreign ones of similar quality in certain cases.
