Procurement Law

The main law that public entities and companies that work with tender must abide too is Zakon o javnem naročanju (ZJN-3) and its by-laws, Zakon o javnem naročanju na področju obrambe in varnosti (ZJNPOV) and its by-laws, Zakon o pravnem varstvu v postopkih javnega naročanje (ZPVPJN) and its by-laws and other acts.

Participating as a foreign company

Even if Slovenia is small, it can be a rewarding market for foreign companies as it is the least competitive market in Europe when bidding for tenders. According to the procurement dashboard of the European Court of Auditors, a stunning 73 % of all tenders received one bid only. Also the average number of bidders of only 1.8 per tender is lowest across the EU.

While companies from EU member states benefit from the unrestricted access due to the Single European Market, companies from outside of the EU may also bid on tenders but might need to offer additional documentation.
