Romania’s public procurement sector represents about 19% of GDP, and 24% of GDP (over 1 thousand billion eur)), considering the budget allocated according to a statistical report of the National Agency for Public Procurement (ANAP), a very high number compared to other European countries.

A very high degree of transparency especially related to planned procurements and results of direct awards allows for getting a deep understanding of the Romanian public procurement market and its players. This helps make an educated market entry decision as well as in operative bidding decision-making.

Romania’s Recovery and Resilience Plan impacts public procurement.

The interconnection of the ESPP with other databases, the implementation of eForms in public procurement, automatic evaluation of qualifications, electronic catalogues, and electronic invoicing and payment has simplified public procurement practices at national and European level.

Our Sibiu based company "Tender Service srl" was founded in 2007. Monitoring about 3,500 tender publication sources every day, licitatie-publica.ro provides the most comprehensive tender information database in the country.

In 2024, more than 2.700.000 tender notifications were collected by our local data team. Only a small fraction of these notices is available on TED 11 % of all public tenders.

Procurement Law

EU procurement directives have been adopted by the following Romanian public procurement laws and regulations:

  • Law No. 98/2016 on public procurement;

  • Law no. 99/2016 on sectoral/utilities procurement;

  • Law no. 100/2016 on work concessions and service concessions;

  • Law no. 101/2016 on remedies and appeals in the awarding of public procurement contracts, sectoral contracts and works/services concession contracts, as well as for the organization and functioning of the National Council for Solving Complaints.

Participating as a foreign company

Romania, being a member of the European Union, follows EU procurement rules, promoting fair competition and non-discrimination among companies from different EU member states. Thus, bidders from the EU enjoy the same rights and remedies as Romanian bidders.

Additionally, international companies from outside the EU may also participate in tenders, but they should comply with the specific requirements outlined in the tender documents and Romanian procurement regulations.
