Greece's public procurement law has been undergoing a long process to improve and simplify the complex set of regulations that is partially still in place. The award of public contracts is currently governed in Greece by Law 4412/2016 implementing Public Procurement Directive 2014/24/EU and Special Sectors Directive 2014/25/EU. In addition, Law 4413/2016 has transposed the provisions of Directive 2014/23/EU on the award of concessions into Greek law.

Greece has one of the highest rates of tenders with only one bid among EU countries, with a strong increase in recent years. One of the reasons is that the Greek economy is highly dominated by small companies, many of them incapable or not willing to participate in high-value tenders.
