Our company “Tender Service M.E.P.E.” was established in 2008 and has been located in Thessaloniki since 2010. Since then, it has positioned itself as the clear quality leader among Greek tender information services, which resulted in becoming the market leader. In 2024, we collected more than 445,000 tender notices by daily monitoring more than 1,000 sources, offering the largest tender information database in Greece.

Procurement Law

Greece's public procurement law has been undergoing a long process to improve and simplify the complex set of regulations that is partially still in place. The award of public contracts is currently governed in Greece by Law 4412/2016 implementing Public Procurement Directive 2014/24/EU and Special Sectors Directive 2014/25/EU. In addition, Law 4413/2016 has transposed the provisions of Directive 2014/23/EU on the award of concessions into Greek law.

Practical information and guidance for public procurement in Greece are published by the “Hellenic Single Public Procurement Authority H.S.P.P.A.”.

Participating as a foreign company

Greece has one of the highest rates of tenders with only one bid among EU countries, with a strong increase in recent years. One of the reasons is that the Greek economy is highly dominated by small companies, many of them incapable or not willing to participate in high-value tenders. This gives opportunities to foreign companies to fill the void.
