Portugal has a transparent national procurement system and was one of the early adopters of e-procurement in Europe. Due to relatively low national thresholds and one of Europe’s lowest values of procurement advertised on TED (as a proportion of national GDP), the vast majority of tenders from Portugal are available on national sources only.
In Portugal, public procurement is regulated by the Public Contracts Code (Código dos Contratos Públicos or CCP), which establishes the legal framework for public procurement procedures but is mainly based on the Directive 2014/24/EU of the European Parliament.
Being part of the European Union, public procurement in Portugal is governed by both international obligations under the WTO Government Procurement Agreement (GPA) and EU-wide legislation under the EU Public Procurement Directives.Therefore, foreign companies have extensive opportunities to participate in tenders in Portugal.
