Public procurement accounts for 13,2% of the Slovak Republic’s GDP and represents more than 32% of the total government expenditure, both figures being slightly above the OECD average. Even though Slovakia might appear as a small country, there are still numerous opportunities for public contracts in many industries.

One specialty of public procurement in Slovakia is the high importance of electronic auctions as awarding procedure. Especially, commodities are typically purchased via the governmental e-auction platform.

Procurement Law

The Act on Public Procurement and its amendments, Act no. 343/2015 Coll. on public procurement, implements the current EU legislation. For the most part, the Act reflects the EU standards, however, it also includes several Slovak specialties.

Small-value tenders are not strictly defined by the Act, and they can be published on any website. For this reason, our data team daily monitors and collects tenders from more than 20,200 sources, e.g. websites of public and private entities, electronic portals etc.

Participating as a foreign company

Slovakia has - with a few exceptions such as the construction sector - a low average number of bids per tender, indicating that there is little domestic competition in various industries. According to the ECA dashboard, tenders for financial services, health services, medical equipment or transport services receive only two or even less bids on average.

Another opportunity is offered to producers of commodities who can offer low prices: due to the wide usage of auctions, Slovakia is the EU country with the largest share of tenders awarded based on lowest price.
