Public procurement in Bulgaria accounts for approx. 14% of the national GDP.

Bulgaria is still a territory with relatively low competition in public tenders, which opens great opportunities for bidders from abroad. According to the Single Market Scoreboard provided by the EU Commission, an average of 37% of procedures are awarded to a single bidder, which opens room for new participants. At the same time, the electronic submission of all tenders makes the processes easy and transparent.

Tender Service Bulgaria was established in 2006 and is the only full-service provider for bidders on the market. Tools and services such as the tender alert service, competition analysis and market data or consulting services help companies participate in tenders successfully.

Procurement Law

The Bulgarian Public Procurement Law incorporates all relevant directives of the European Union (EU), including Directives 2014/24/EU, 2014/25/EU, Directive 2009/81/EC, and the two Remedies Directives 92/13/EEC and 89/665/EEC. These directive requirements have been consolidated into a unified legal framework known as the Bulgarian Public Procurement Act (in effect since 15 April 2016, with amendments).

Participating as a foreign company

International companies are admitted to all tenders published in the national platforms, but they have to provide their bid offer in Bulgarian language, signed with electronic signature. Paper documents are not accepted since 2020.

Due to the small country size and therefore limited domestic competition, international companies face opportunities in many sectors. Average number of bidders is particularly low in transport services and equipment, construction, sewage and financial services.
