Public procurement plays a significant role in Montenegro's gross domestic product (GDP). With a share of 8.74 % of GDP, the total value of public procurement conducted in 2022 amounted to more than 500 million euros, nearly doubling compared to 2021.
Tender Service Group has been collecting tenders from Montenegro since 2013. Just last year, nearly 10,000 tenders were published for the area of Montenegro.
The new Law on Public Procurement came into force on December 31, 2019. Its aim is to modernize the public procurement system in Montenegro, improve services, and align with international obligations to foster economic growth. It prescribes policies for the procurement of goods and services, introduces greater transparency, and establishes entities for efficient system management.

Montenegro has candidate status for EU membership. This means it is obliged to harmonize its legislation with that of the EU, including in the area of public procurement.
The Public Procurement Law of Montenegro is aligned with EU directives on public procurement. This means that providers from all EU countries, as well as from other countries that have signed stabilization and association agreements with the EU, can apply for public tenders in Montenegro.
