The public procurement sector has an estimated volume of 35 to 40 billion Swiss Francs (CHF). While bidding is in many aspects similar to EU countries, there are also remarkable differences. For example, e-submission of bids is still not in place. Switzerland's new official procurement platform, simap.ch, has been operational since July 1, 2024.

Our Swiss portal tender-service.ch was launched in 2006 (under the name of infodienst-ausschreibungen.ch), giving companies the opportunity to access both EU-wide and nationally published tenders from all German-speaking countries via one platform for the first time. However, tenders from the French- and Italian-speaking areas of Switzerland are also available.

Even though a relatively high share of tender from Switzerland are published on TED only approx. 38% from all tender-related notices can be found on it.

Procurement Law

The legal framework for public procurement in Switzerland is very diverse, consisting of international regulation (GPA, bilateral agreements with the EU), national law, such as the Federal Act on Public Procurement, procurement regimes of the 26 cantons as well as the Intercantonal Agreement on Public Procurement. Still, this is less problematic for companies participating in tenders than it sounds: Swiss public procurement adheres to fundamental principles such as transparency, competition, equal treatment, and non-discrimination and participation is very similar to other European countries.

Participating as a foreign company

Switzerland is a party to the Government Procurement Agreement (GPA), a plurilateral agreement within the framework of the WTO. As such, it offers companies from other GPA member states open access to its public procurement market. Additionally, there are bilateral agreements with the European Union.
