In 2024, there were 16 441 public procurement contracts signed, with a total value of EUR 9,229 billion. The number of successful public procurement procedures decreased by 4.7 percent compared to the same data of the previous year, however, the value of procedures and contracts increased significantly, by 27.7-28.7 percent. Nearly 40 percent of the contracts were linked to procurement procedures within the national threshold and 60 percent of them being an EU procedure and higher value.

The role of the SMEs sector is still significant in public procurement, in 2024, SME winners were involved in 77% of public procurement contracts. Since 2021, the number of single-bid public procurement contracts in both the EU and national procedures has been showing a continuous downward trend with 6.8 percentage points lower in 2024, while the ratio of their value was almost 10 percentage points lower than a year earlier. The average number of offers per public procurement contract in 2024 was 3.2, which is slightly higher than the average of the last 5 years (3.1) which indicates a great opportunity for newcomers on the market.

Being an EU member state, Hungary has adopted EU directive 2014/24/EU into national law described in "A közbeszerzésekről szóló 2015. évi CXLIII. törvény". This ensures foreign companies can participate in Hungarian tenders with no limitation compared to local enterprises.

To improve transparency of public procurements and secure fair competition, the Hungarian government has set up two organizations in 2023, the Hungarian Integrity Authority and the Anti-Corruption Task Force.

Participating as a foreign company

In addition to the high level of transparency and free market access, foreign companies can benefit from a relatively low domestic market in several business sectors, such as medical equipment, repairs and financial services where well above 50 % of the procedures had only one bid. Number of bids are also low in construction, transport equipment and services with no more than 3 bidders per procedure on average.
