Why tendering in Paraguay?

The sectors of greatest interest are currently the following: agricultural sector (machinery and fertilizers) and processing sector (machinery); construction material and equipment; electrical material and equipment; equipment for water treatment; equipment for the paper industry; pharmaceutical industry; tobacco; chemicals and perfumery; leather and wood machinery; automotive components; books, magazines and food.

Also, the opportunities for new projects are considerable because the infrastructure provision in Paraguay can be described as deficient.

Participating as a foreign company

National and international tenders are open, but international ones are only categorized as such when:

  • It is mandatory in accordance with the provisions of international treaties.

  • When this has been stipulated in the loan agreements signed with multilateral organizations.

  • When there is no national supply in the required quantity or quality, or it is convenient due to prices.

  • After national bidding without proposals or none of them meet the established requirements.

Also companies must know that Reciprocal treatment: Participation may be denied to companies not domiciled in the country, when its country does not grant reciprocal treatment to Paraguayan contractors.

Public Procurement

in Paraguay

Paraguay is not a signatory to the WTO Agreement on Government Procurement. It only has observer status in the GPA Committee.

In December 2022, the new Supply and Contracting Law, Law 7021/22, was promulgated, which replaces the previously current Law 2051/03. On August 11, 2023, the Decree 9823/23, which regulates the new Law and makes it effective as of that date.
