Poland is one of the biggest European countries with a constantly growing economy. The value of public contracts awarded under the provisions of the Public Procurement Act in 2023 amounted to PLN 279,8 billion (PLN 274,8 billion in 2022), which accounted for approx. 8,21% of the gross domestic product (GDP) in 2023 (8,93% in 2022). These numbers show that Poland’s public market is a significant and attractive option for businesses considering international expansion.

Procurement Law

Poland’s current public procurement system is based on the Act of Public Procurement Law (PPL) adopted on 11th September 2019, with further amendments, effective from 1 January 2021. PLL implements European Union public procurement law, particularly Directives 2014/24/EU, 2014/25/EU, 2009/81/EC, 92/13/EEC and 89/665/EEC. From January 1, 2021 public procurement has been fully digitized.

Participating as a foreign company

Poland’s public procurement market is characterized by a surprisingly low level of competition: it has the highest share of tenders with one bid only among all EU member states (source: Single Market Scoreboard of the European Commission) and the average number of bids (2.1, according to the ECA dashboard) is undermatched by Slovenia only. In combination with the big number of tenders and the high accessibility due to EU membership, Poland is a very attractive market to foreign bidders.
